Another unexpected phrase

Another example of English that isn't ungrammatical so much as unexpected.  "Come 4 Pay 3" - I understand what they mean, but I would expect it to be said "4 for the price of 3".  It especially threw me since I expected to read something like 'dinner' or 'lunch' after seeing 'Come 4'.

But the test of fluency is being understood, so if any English speaker can understand it without problem, then what's the problem?
