At first I thought this Japanese restaurant was just getting rid of their old ice, but then I noticed all the urinals there were full of ice cubes. Now why...? Probably better not to ask.
that's pretty common at emo's music club in austin. usually this urinal trough: http://www.urinal.net/emosaustin/ is filled with cocktail ice. i always assumed it was because they couldn't be bothered to actually clean the place, so if they just kept it reasonably cold most of the time, then it wouldn't stink so much.
They always do that at Maharaja in Madison, too. I'm not sure why, and I always wondered how much ice they go through in a given day. Seems like it would be a lot, and I'm not quite sure what the benefit is to doing that.

you have no idea. it's a tourist attraction in its own right.
